Based on Scripture and the Lutheran Confessions as presented in the Book of Concord of 1580, then, it is not possible to mandate for Lutherans (in the LCMS) that Mary was always a virgin. 
Piepkorn's neutral determination is the only remaining option. 

This doesn't end it because one thing the Missouri Synod is not overly happy with in its convention manifestation is open questions.

Very true. "Any open question always opens the door for the #^*LIBERALS." Good luck to them in sorting out between the "pro-catholic" forces and the "hyper protestant faction."    8) :D

I know a number of LCMS clergy who hold to the perpetual virginity of Mary.  But I am not able to recall ANY who would "mandate" such a view for the synod.  Do you know of any, or is this just another straw man to allow a shot at the LCMS and its convention decisions (which, apparently, displease you)?
