I wore my black biretta once or twice during the winter for Committals in the church cemetery, which was atop a hill.   Even the slightest breeze in the valley could feel like a gale up there.

Yes I recall that a heavy black cope and biretta weren't too unusual among Lutherans [LCMS & LCA] for outdoor ceremonies [burials] in the Northeast decades ago.

Correct distinction. I have seen pastors wearing both the black cape and biretta at the Eucharist [inside the church]. Clerical garb or vestment?

A cape, not a cope, is needed for cold weather burials, unless you know a way to get a coat on over vestments.
