Floor Committe 11 - Structure

So there are lots of resolutions they want to bundle in the service of time - most of these come from Commission on Handbook

11-11 - This cleans up a reference to an office that no longer exists, also allows electronic distribution of Convention Materials by districts

Mercifully the descriptions come to an end until a delegate raises a question about what turns out to be a resolution not under consideration. With that cleared up we approve the changes with 96% of the vote. And then a delegate asks for the rationale on one of the resolutions we just approved.

11-09 to allow voting privilege for assistant pastors.

Passes with the 2/3 majority needed but will need 2/3 of the congregations to approve it since it is a constitution change.

11-19 Distinction between Synod and corporate synod regarding article XI powers. Passes

11-10 To Authorize the review of Synod Nominations/Elections Process -

11-05 To Revise and Enhance Nomination and Election Process for Regional Board Members.
Amendment that in essence allows the regions to elect their board members regionally... or is it to nominate them regionally as with the vice presidents? Or both. ALPB headquarters got caught up in too many discussions on the politicization of the LCMS. A better leader would have made them wait until our convivium later tonight...

OK most of the riff-raff went scrambling back to their seats to vote so we'll see if we can pay attention and figure out

11-07A To Amend Constitution to Grant Lay Vote to Every Congregation
This does not change the 1 pastor 1 lay delegate to the national convention, but will give those congregations in multi-congregation settings served by one pastor to have lay representation at the District Convention and in the election president.

Concern that this will throw off the balance between clergy and lay at the convention. (Perhaps this resolution would provide us an opportunity to allow commissioned ministers a vote - to make up the gap between the two!).

Debate is closed.

Will expand the number of voters for president - that may be the death statement for this resolution....

Two thirds majority required to change the constitution - it fails with 66.42 percent 635 and 321.

And we have a stretch break.

There are different bylaws dealing with the electors of the Synod President; this article was NOT about that; it was strictly about delegate representation to the District Convention.
